Key Responsibilities

Strategic & Portfolio Management

• Develop and execute the Information Systems strategy aligned with business goals.
• Manage the IS project portfolio: planning, prioritization, coordination, and execution control.
• Participate in shaping the company’s business strategy at the top‑management level.

Operational Leadership

• Oversee all IS functions: infrastructure, applications, support, development.
• Ensure uninterrupted operation of mission‑critical systems and services.
• Enforce compliance with policies, procedures, standards, and SLAs.

Financial Management

• Develop the IS department budget and financial forecasts.
• Control budget execution, procurement, cost allocation, and investment efficiency.
• Monitor KPIs and adjust plans based on performance.

Team Leadership

• Build, develop, and mentor a strong IS team.
• Manage department heads and key experts.
• Resolve staffing issues, allocate workload, and prioritize projects.

Cross-functional & Vendor Collaboration

• Report regularly to the General Director.

Requirements

Experience

• 7+ years in IT within the telecom sector, including 3+ years in management.
• Background in large telecom companies.
• Strong experience with BSS/OSS, billing, CRM, ERP, infrastructure, and telecom IT ecosystems.
• Proven track record in strategic planning and large‑scale transformation projects.
• Languages: Russian (native or fluent), English (fluent, communicating with international vendors, business leaders, corporate partners).

Education

• Higher technical education (IT/telecom).
• MBA or equivalent is a strong advantage.
