Position Summary

The Financial Management Specialist is responsible for implementing a financial management system to account for and control the costs of loan funds and co-financing organizations, ensuring proper monitoring of project finances and providing recommendations to the Project Manager regarding the availability and expenditure of funds.

Duties and Responsibilities

• Open an advance account for the implementation of the project and perform all operations in accordance with ADB procedures for servicing accounts and relevant registration requirements.

• Prepare annual plans/budgets for the allocation and expenditure of funds and reports on their implementation; maintain records of payments.

• Work closely with accountants and financiers of Employers, Contractors, Consultants, and Suppliers.

• Prepare withdrawal applications for payment of project expenses and requests for replenishment of the advance account.

• Assist in the preparation of Terms of Reference for the audit of project accounts, hiring of auditors, submission of audit reports to ADB, and follow-up of auditor comments and recommendations.

• Prepare financial reports on project progress and project financial statements for the PCU in collaboration with other finance staff of the PCU in accordance with ADB requirements.

• Collect and coordinate the submission of required audit reports to ADB together with Suvtaminot organizations implementing ADB-financed projects.

• Check invoices submitted by contractors, consultants, and suppliers.

• Ensure the annual audit of the Project’s financial statements.

• Report to ADB on the status and progress of implementation of financial management action plans within ADB projects implemented by UJSC and participating Suvtaminot organizations.

Candidate Requirements

Gender: Irrelevant

Residence: Tashkent

Education: Higher education in Economics, Finance, Accounting, or another relevant discipline.

Professional Requirements:

• At least 5 years of professional experience in a similar position.

• At least 3 years of work experience in projects financed by international financial institutions.

• Knowledge of national accounting standards.

• Knowledge and certification in International Financial Reporting Standards (IFRS) is required.

• Good computer skills, including MS Windows, MS Office, and 1C.

• Fluency in English, Russian, and Uzbek.
