Procurement Specialist

Key requirements and responsibilities:

• Bachelor’s degree or above;

• At least 5 years of international procurement experience in oil & gas, petrochemical, or EPC engineering projects;

• Experience independently managing procurement activities, including supplier sourcing, RFQs, tendering, quotation evaluation, commercial negotiations, and procurement contract management;

• Good knowledge of major equipment, electrical and instrumentation equipment, and bulk materials used in oil & gas and petrochemical projects;

• Familiarity with relevant international technical standards, including API, ASME, ASTM, IEC, and ISO;

• Experience preparing and issuing RFQs and tender documents, coordinating supplier quotations, organizing bid openings, and participating in technical and commercial evaluations;

• Experience in supplier selection, commercial negotiations, procurement approval procedures, and procurement contract preparation and registration;

• Experience coordinating with expediting, inspection, and logistics teams during contract execution;

• Experience handling procurement contract settlements, variations, closure, and supplier performance evaluations;

• English proficiency at Intermediate level or above is mandatory. Candidates with a lower level of English will not be considered;

• Proficiency in MS Office, including Excel, Word, and PowerPoint;

• Strong communication, coordination, negotiation, and organizational skills;

• Ability to work under pressure, demonstrate strong execution skills, and comply with work arrangements.
