Project Lead, Construction & Development

AIFC Authority is seeking an experienced Project Lead (Construction & Development) to lead the planning and implementation of its major development project in Kazakhstan. The successful candidate will be responsible for coordinating project development from concept through construction, managing interactions with government authorities, consultants, developers, and contractors, and ensuring project delivery in line with approved timelines, budgets, and quality standards. The role is particularly suited to professionals with experience in large-scale construction, real estate development, infrastructure projects, industrial facilities, mixed-use developments, or public-sector capital projects.

Key Responsibilities:

• Lead the implementation of the project and ensure timely delivery of all project components.
• Develop and manage project plans, milestones, KPIs, and progress reports.
• Identify project risks and implement mitigation measures.
• Prepare project proposals, government decision papers, and other strategic documentation.
• Manage consultants and review deliverables related to market research, master planning, and project development.
• Organize and coordinate interagency working groups and stakeholder meetings.
• Build and maintain effective relationships with central and local government authorities.
• Coordinate land allocation, permitting, utility connections, and transport infrastructure matters.
• Represent the project before AIFC leadership, government bodies, investors, and partners.
• Oversee developers, designers, contractors, and consultants during design and construction phases.
• Monitor project timelines, budgets, procurement activities, and quality standards.
• Lead and coordinate the project team, including KPI setting, work planning, and performance management.
• Ensure compliance with applicable legislation, project requirements, and internal policies.

Requirements:

• Bachelor's degree in Civil Engineering, Construction Management, Architecture, Urban Planning, Infrastructure Development, Economics, Public Administration, or a related field.
• Master's degree and/or PMP certification is an advantage.
• Minimum 10 years of professional experience in construction, infrastructure, or real estate development.
• At least 5 years of experience managing large-scale development or construction projects.
• Proven experience overseeing project delivery from planning and design through construction.
• Strong understanding of land allocation, permitting processes, utility infrastructure, and state expert review procedures in Kazakhstan.
• Experience working with government authorities and coordinating complex stakeholder engagements.
• Experience managing consultants, designers, contractors, and developers.
• Strong leadership, negotiation, stakeholder management, and problem-solving skills.
• Fluency in Kazakh, Russian, and English.
