About the Job

An opportunity has arisen for a Project Control Specialist to join Orange Development UAE.

Reporting to the Project Manager, the job holder will oversee and coordinate core project control functions, helping to ensure that projects are delivered on time, within budget, and in line with project objectives. The role serves as a key partner to project leadership, providing data-driven cost, planning, and performance insights to support informed decision-making across complex development projects.

The successful candidate will support cost planning, project scheduling, design and commercial review, tendering, procurement, and contract administration activities, while maintaining effective coordination with internal stakeholders, consultants, contractors, and vendors.

Key Responsibilities

Responsibilities include, but are not limited to:

Cost Management

• Support the preparation of high-level cost estimates and review cost plans in line with the project brief and design information at each stage of the construction process, including cost data checks and benchmarking.

• Monitor and control actual costs against budget on a periodic basis and provide financial reports and relevant data to the Project Manager.

• Utilize on-screen take-off systems to prepare BOQs in accordance with the scope of work, drawings, and specifications, and price BOQs where an external cost consultant has not been appointed.

• Lead the development and maintenance of a robust cost database, ensuring estimates reflect current market trends and support value-driven project outcomes.

• Organize and support cost review meetings for clarification purposes and obtain vendor quotations to support cost estimates.

• Review external cost management reports and provide comments and feedback.

Time Management

• Prepare and maintain project schedules in MS Project and similar tools based on activities approved by the Project Manager.

• Proactively track key project milestones and report any issues, risks, or delays.

• Support the assessment of the impact of project implementation timelines on cash flow.

Design Management

• Support the preparation of project-specific development and design briefs that reflect project intent and objectives.

• Review architectural submissions for look-and-feel items during the delivery stage to protect the design intent.

• Review design submissions for technical and commercial compliance during the design stage and support value engineering exercises.

• Support the review of variations and assist management in developing well-supported positions for negotiation.

Project Management

• Participate in project planning, development, negotiation, and contract execution activities.

• Assist with tendering, procurement, and contract administration processes.

• Support communication and coordination with all stakeholders within the assigned scope.

• Prepare minutes of meetings with external contractors and vendors.

• Maintain and update internal company systems and project records.

Candidate Profile / Requirements

• Bachelor’s degree in Quantity Surveying, Civil Engineering, Architecture, or a related field.

• Proven experience in project controls, cost management, planning, or quantity surveying within the construction or real estate development sector.

• Good understanding of cost planning, BOQ preparation, budgeting, tendering, procurement, and contract administration (FIDIC, NEC, JTI).

• Experience in preparing and maintaining project schedules using MS Project or similar planning tools.

• Strong working knowledge of construction methods, materials, and equipment.

• Familiarity with design review, variation assessment, and value engineering processes.

• Strong analytical, commercial, and coordination skills.

• Good communication and stakeholder management skills.

• Proficiency in Excel and other relevant project control and reporting tools.

• Strong knowledge of computer-aided design (CAD) software.
